The only prisoner held within The Facility escapes and heads south to Tucson to retrieve a relic he hid years ago. Detective Joe Spinner is one year from retiring and is assigned a series of cases that makes him suspect Tucson has a serial killer. When the agency assigns him a partner, he suspects there's more to the killer than his partner wants to reveal.
