A wealthy business owner is determined to rid the city of homeless vagrants, and others with serious mental illness as well. His covert vigilante operation has been responsible for the abduction and disappearance of hundreds of people in recent years. Meanwhile, all the local law enforcement agencies have been oblivious to these activities. When Professor John Weston Parker vanishes while attending an academic conference in the city, young attorney Brian Parker responds to the situation. As Brian tries to find out what happened to his father, he meets two attractive women who have different reasons for providing assistance. But his investigation is stalled until he learns that his father has been captured by a mysterious local organization. An unexpected source of support helps Brian with a plan to find the location of his father's confinement, and extract the Professor and other captives. The rescue mission must be completed as soon as possible, and without local law enforcement assistance. Otherwise the fate of Brian's father and many others may never be known. And the secret force of vigilantes will not be disrupted or destroyed. This story focuses on how our society deals with homeless and mentally ill people. Readers are asked to consider the morality of the eugenics and Nazi era, versus today's apparently ineffective legal system and government programs. Should these troubled people be allowed to misbehave leading to criminality. Or should they be institutionalized to provide peace and safety for the rest of our society?
