Federal policy is beginning to change with the publication of the Garnaut report and Carbon Pollution Reduction Scheme White Paper, announcement of an Emissions Trading Scheme to commence in 2010 and announcement of a national mandatory renewable energy target of 20% share of electricity supply in Australia by 2020.
