The paradigm shift in Public Administration from conventional to digital modes of governance is the emerging trend in developing countries. ICTs are infused into the organizational structures of administrative machinery to achieve the goals of transparency, accountability and good governance through citizen?s participation. This study gives an insight into the trends, explored from the existing literature on eLocal Government implementation with its ample potentials for developing countries. E-Government is multi-facets and multi-dimensional in its essence. The framework suggested is holistic and citizen?s centric, to examine the individual beliefs, attitudes and perception of users in perspective of eLocal Government implementation.
