Mogliche Reserven sind die Steigerung der Arbeitsproduktivitat, eine hohere, qualifizierte Nettozuwanderung sowie die Verlangerung der Lebensarbeitszeit. Das Verfehlen der notwendigen Erwerbsbeteiligung, sinkende Arbeitsproduktivitat und zu hohe Staatsausgaben gefahrden dagegen die Versorgung der Bevolkerung.
