Terenitus Catilina, Martin Allen's uniquely enabled Imperial Investigator, who suffered grievous injuries that resulted in the Empire giving her back the gift of life, as well as cybernetic implants and prosthetics, takes on her first cases in Phoenix: Deliverance after completing her training and rehabilitation in Phoenix: Dark Eagle. Xenothon is a small backwater Imperial colony. A quiet and formerly picturesque place to live and raise a family, it has seen better days but has remained off the Empire's radar. Until now. Rebellion is rumoured and rebellion means that conflict is coming to Xenothon. The Imperial Investigator assigned to Xenothon is Terenitus Catilina; a woman who was upgraded beyond human capability and trained to be the peak of Imperial lethal efficiency. Still baffled by the seemingly supported ramblings of a conspiracy theorist on her first mission, Catalina is thrust into the investigation to determine if there is indeed a rebellion and if so to put it down by any means necessary. Pulling together people that she can trust, Catilina and her team delve into the lives of the theorist to find a connection that can't exist. What they do find are secrets that stretch back a lifetime and reveal a current plot of impending destruction that will send the Empire reeling, placing Catalina squarely in the crosshairs.
