A murder in Chicago isn't unusual. It happens daily. But when a low level thug is found double tapped in an alley with a 45 rpm record laying on his bare chest, it draws the attention of the press. A week later another victim and another 45 are found and the Rock n Roll Killer is born. Commander Pulley assigns Detectives Jim Tracker and Levi Weinstein to the case, much to the displeasure of a political aspiring superior, who does everything he can to impose himself into the investigation.
