"She was" reflects the struggles that many people face such as break ups, depression, suicide, loss, etc. "She is" is a chapter that reflects where the author is currently at in life and where she hopes every person reaches one day. A chapter in life where you learn to love yourself and break any emotional chains keeping you from pursuing your dreams.
