David Bennett, of Bennet Construction, arrives in the town of Yellow Falls to develop it. After Bennet comes, Pastor John, William Campbell, and Norman Herkermier die in suspicious accidents involving whiskey. Deputy Helen Voit investigates. Master Sergeant Sanders, retired, buys Herkermier's Farm and finds himself between development and operating a farm. He becomes a target for both sides.
