One of Jeb Butler's companies has something the terrorists want and need very badly. They are willing to go to any means to get it. Under the leadership of the Islamic State the various terrorist organizations agree to pool their resources in order to reach their goal. Sending teams to the United States, the terrorists make a direct attempt to get it from Butler and fail. Believing there is romance between the female FBI agent assigned to the case and Butler, they kidnap her in a trade effort.
