After Hillary and the student leaders in all four colonies unite and form a water committee, a plan is devised to tackle the most pressing issues. The urgency to purify the drinking water causes the water committee to form some unlikely alliances. With combined resources, volunteers, and daring plans in place, the solution to the country's water contamination is put within the water committee's grasp.
