A deadly virus appears in China and rapidly spreads across the world. Although its origin is unknown, some suspect it's an engineered bioweapon, but engineered by whom? United States President Ronald Connard is caught by surprise when the virus invades the U. S. because he thought it would remain in China. The staff of an anti-Connard nonprofit is massacred after one of its reporters investigates a meeting between the president's son-in-law and the CEO of a Swiss biotech company with connections to the former Soviet Union's biowarfare program. At the same time, political opponents who decry the ineptness of President Connard's handling of the outbreak start dying under suspicious circumstances. When Manny Alito, the FBI's Agent in Charge of the Chicago office starts to investigate the deaths, a hit squad is sent to kill him. But their attempt is foiled by his friend Mirlinda Dzafer, a bar owner and secretly the assassin Sasha. When Manny realizes he can't use the normal channels for his investigation, he enlists the help of the former Recon Marine sniper team of Cailan Bane and Dan Gabriel and their associates, who use extra-judicial methods to look into the deaths. The horrifying results reveal a diabolical plot to control Europe and the U. S. by a figure known as the Puppet Master and whose agents have infiltrated deep into the halls of the United States government, reaching all the way to the White House.
