This theory explains how people discover and overcome deficiencies. Once they reach this stage, they may realize increasing capacity is a lifelong process. Increasing capacity may assist supervisors or administrators to immediately implement strategies to assist employees choosing action and becoming engaged in the process of increasing capacity.
